- LEGISLATION AND REGULATIONS
The Community Development Block Grant (CDBG) Program, originally authorized by the Congress of the United States under Title I of the Housing and Community Development Act of 1974 was reauthorized under the National Affordable Housing Act of 1990. The City of Wausau administers the Block Grant in accordance with federal regulations, 24 CFR 570, (Title 24, Code of Federal Regulations, Part 570) dated September 1988. These regulations can be found in the Federal Code, Federal Register or the Community Development Department, City Hall, 407 Grant Street, Wausau, Wisconsin.

- CDBG PURPOSE AND OBJECTIVES
The primary purpose of the Housing and Community Development Act is development of viable communities by providing decent housing and a suitable living environment and expanding economic opportunities principally for low- and moderate-income persons. Each activity carried out with CDBG funds must meet one of the three broad National Objectives which are:
- Benefit low- and moderate-income persons.
- Aid in the prevention or elimination of slums and blight.
- Meet other community development needs that have particular urgency because existing conditions pose a serious or immediate threat to health.
- WAUSAU'S PAST PROGRAM
The City of Wausau has participated in the Community Development Block Grant Program since 1976 and over that period of time funds have been invested in a variety of local activities, including economic development, public works improvements, public services, and housing rehabilitation projects. Wausau's 2026 Entitlement allocation from HUD was $582,106. The estimated funding for 2027 is anticipated to be consistent with 2026. Congressional appropriations action will determine any increase or decrease from the program's past funding levels. For planning purposes, a 5% decrease will be utilized.
- ELIGIBLE ACTIVITIES
A variety of activities or projects may be undertaken with CDBG funding. Proposed activities must meet one of the three broad National Objectives listed above and also be "eligible" under Part 570, Sections 201-206 of the Federal Regulations. Examples of eligible activities include:
- Property acquisition, construction of public facilities, clearance and demolition activities, public facilities, special economic development assistance, public services, commercial and housing rehabilitation, planning and program administration, redevelopment, and relocation..
- INELIGIBLE ACTIVITIES
Projects that cannot be carried out using CDBG funds include:
- Construction or rehabilitation of buildings (or portions thereof) used predominantly for the general conduct of government, general government expenses, political activities, purchase of equipment and operating and maintenance expenses in connection with public facilities.
- PROPOSALS
Individuals and organizations seeking CDBG assistance should submit a written proposal to the Community Development Department explaining their project or idea. Proposal materials are available from the Community Development Department and staff is available to provide technical assistance upon request.
