The City of Wausau offers a low-interest loan program to help qualified residents complete necessary home improvements affordably. Loans are provided on a first-come, first-served basis, and there is currently a waiting list for the program. Applicants must meet income and asset guidelines to qualify.
The table below reflects the HUD income limits effective June 1, 2026.

How to Apply
Interested applicants must complete the Housing Rehabilitation Application and submit the required documentation listed below.
Application Process

Submit the application and required documents.

Application review. Staff will underwrite your file and determine eligibility. You will be notified of the decision after review. If eligible, applicant will be placed on a waiting list.

Eligibility Confirmation. When an applicant reaches the top of the list, staff will contact them to confirm continued interest and eligibility.
Required Documentation
Applicants must provide the following documents, if applicable, with their application:

Most recent federal & state tax returns, including W-2s (2 years if self-employed).

Property tax bill

Homeowner insurance policy

Verification of income, including:

4 continuous paystubs

Pension award letter(s)

Social Security or SSI award letter(s)

6 month history of child support payments

Asset verification – 2 months of statements for checking, savings, CDs, stocks, bonds, retirement accounts, etc.
