Plumbing Plan Review (Commercial)
City of Wausau Submittals
We are designated to do City of Wausau's Plumbing Plan Review. Plan review fees are listed on the application link above. Please note that the review will not start until the fees are received and all documents for the review have been submitted.
E-Plan Exam Submittals
The following plumbing plans must be submitted to E-Plan Exam online portal (tinyurl.com/WausauEPlanExam):
- Plumbing plans with 100+ fixtures
- Buildings that have 13D Multi-Purpose Piping
- Structures that are 5 stories or more in height
- Siphonic roof drain systems
DSPS Submittals
Per Wisconsin Statute SPS 382.20, specific plumbing plans must be submitted to Department of Safety and Professional Services (DSPS) online portal, esla.wi.gov.
Table 382.20-1 states the types of plumbing plan review that must be submitted to DSPS (Last updated in November 2024). Please double check Wisconsin SPS 382.20 to make sure you are reading the most recent and updated statutes.
By definition of SPS 381.01(117m) “Health care related facility” means an assisted living, residential care apartment complex, memory care, infirmary, inpatient mental health center, inpatient hospice, adult day care center, renal dialysis center, facility for the developmentally disabled, institute for mental disease, urgent care center, medical clinic or office, dental clinic or office, residential care center for children and youth, or school of medicine, surgery, or dentistry.
Sovent/Provent plumbing systems are considered "Alternate plumbing systems" and must be submitted to DSPS.
Early Start Permits / Permission to Start
As specified in SPS 382.20(1) (a) & (b), a building owner may request an early start, and the designated reviewer - i.e. City of Wausau, E-Plan Exam, or DSPS - may grant permission to start the installation of plumbing upon submission of construction documents and application where a scheduled plan review date is greater than ten (10) business days.
Example: Plans with an early start request were submitted to DSPS, then DSPS must provide the permission.
If you receive an early start permission from E-Plan Exam or DSPS, then you must apply for the plumbing and/or lateral permit(s) and upload the early start permitted letter on the permit application. Once the plans are conditionally approved by E-Plan Exam/DSPS, you'll need to log onto your Evolve account, find the issued permit and upload the stamped plans onto that permit. Otherwise, you may also email the stamped plans to inspections@wausauwi.gov provided with the Permit No. or site address that it belongs to.
The following are the only plumbing installations covered under this:
- Water services;
- Private water mains;
- Sanitary sewer;
- Sanitary private interceptor main sewers;
- Storm sewer;
- Storm private interceptor main sewer;
- Interior underfloor building drain, waste, and vent (DWV) systems;
- Interior underfloor water distribution systems; and
- Interior underfloor storm sewers.
Beware: a building owner who has been granted permission to start plumbing installations may proceed at the owner's own risk without assurance that a conditional approval for the plumbing will be granted. A building owner shall be held responsible for any changes required after plans have been approved, and to remove or replace any non-code-complying plumbing installations.
